摘要
低压三相换表工作涉及作业范围大、人员广,作业过程中习惯性违章现象屡禁不止,其中以不挂地线作业尤为普遍。根据《国家电网公司电力安全工作规程》(配电部分)的要求,低压三相换表作业必须停电、验电,采取可靠安全措施后,方可实施作业,确保工作人员作业安全。但在实际低压停电换表工作中,无接地保护作业却屡禁不止。鉴于以上原因,研制一种无需携带、操作简单的接地装置成为需攻克的难题。通过对现场计量箱进行布局调整、表前开关改造、增加接地端、验电器,最终实现验电接地功能,有效防范习惯性违章问题的发生。
Low-voltage three-phase meter changer involves a wide range of operations and personnel,and habitual violations are prohibited repeatedly in the process of operation,especially without ground wire.According to the requirements of the State Grid Corporation's Electric Power Safety Work Regulations(power distribution part),the low-voltage three-phase meter-changing operation must be power cut and power checked.Only after reliable safety measures are taken,can the operation be carried out to ensure the safety of the staff.However,in the actual work of low-voltage blackout meter exchange,the non-grounding protection is prohibited repeatedly.In view of the above reasons,only developing a simple grounding device without carrying becomes a difficult problem to overcome.By adjusting the layout of the field metering box,reforming the knife gate at the front of the meter,increasing the grounding end and the electroscope,the grounding function of the electroscope is finally realized,and the recurrence of habitual violations is effectively prevented.
