The New Development of Vietnam's Diplomacy in 2019-2020

2019年以来,越南按照越共十二大提出的"独立自主、多样化、多边化国际关系"的外交路线,贯彻以经济外交为中心、以维护国家主权为主线、以提高国际地位为目标的方针,在平衡大国外交、维护传统友好国家关系、努力推动多边外交和公共外交等各个方面积极作为。2020年,在全球新冠肺炎疫情蔓延的国际背景下,越南外交一方面努力创造条件维持经济发展,另一方面积极履行好作为东盟轮值主席国和联合国安理会非常任理事国的双重国际责任,努力平衡中越关系和越美关系。预计越共十三大将继续沿革十二大以来的全方位平衡外交战略。

In 2019,Vietnam,following the diplomatic line of"Independent,diversified,multi-lateralized international relations"that proposed in the 12 th National Assembly of the Vietnamese Communist Party,carried out the strategies of centering on the economic diplomacy,maintained the main line of national sovereignty,improved its international status,strived actively and succeeded in the following aspects of balancing the diplomacy of major powers,maintaining-developing relations with traditional friend countries,and promoting multilateral diplomacy and public diplomacy in the meantime.In 2020,under the international background of the global pandemic of Covid-19,Vietnam’s diplomacy on the one hand will strive to create conditions to maintain its economic development;and on the other hand,it will strive to fulfill its dual international responsibilities as the ASEAN’s rotating presidency and the non-permanent member of the UN Security Council,as well as to balance itself in relations with China and US.It is expected that the 13 th National Congress of the Communist Party of Vietnam will continue to follow the all-round and balanced diplomatic strategy since the 12 th National Congress.
