专利质量视角下的我国人工智能领域存在问题的分析及对策

Analysis and Countermeasures of Problems Existing in China’s Artificial Intelligence Field from Perspective of Patent Quality

从国家角度出发,分析专利质量内涵,认为对于国家来说,专利质量的关键在于能体现一个国家的技术水平、研究深度和应用价值,并从专利技术质量和战略质量两个方面构建专利质量测度指标体系,通过美国、中国、欧洲、日本和韩国等5个国家或地区,2014年至2018年的人工智能领域的专利数据进行实证研究,根据我国专利质量现状与其他国家现状进行对比分析,提出相关建议。2014年到2018年,虽然我国专利申请数量远超于其他国家,但是在技术质量和战略质量方面美国领先于其他国家的趋势还是比较明显。

From the national perspective,this paper analyzes the connotation of patent quality,and holds that the key of patent quality for a country is to reflect a country’s technical level,research depth and application value.It also constructs a patent quality measurement index system from the aspects of patent technology quality and strategic quality.The patent quality is measured from five countries or regions,including the United States,China,Europe,Japan and South Korea,from 2014 to 20 Based on the patent data of 18 years in the field of artificial intelligence,this paper makes an empirical study on the patent quality of China and other countries,and puts forward relevant suggestions.From 2014 to 2018,although the number of patent applications in China is far more than that of other countries,the trend that the United States is ahead of other countries in terms of technical quality and strategic quality is relatively obvious.
