群众路线是在中国红色革命根据地逐渐发展起来的富有生命力的优良传统,人民群众具有同违法犯罪行为作斗争的强大力量。犯罪治理必须充分重视发挥社会力量,充分依靠人民群众。随着信息网络的不断发展,公众参与犯罪治理的形式发生了深刻变化。微博、微信等移动互联网的普及加大了公民参与的广度和深度,"微警务"的出现实现了警民"指尖交流",极大便利了警民互动,也为公众向警方提供案件线索、情报搭建了信息化的平台,警民可以随时随地通过这一虚拟的平台实现信息共享,协同合作共同进行犯罪治理。
