考虑电网运行风险的省间转供电力交易补偿模型 被引量:1

摘要 积极推进省间转供电力交易业务,有助于促进清洁能源在更大范围内消纳,实现电力资源的优化配置。为量化省间转供电力交易业务中发电企业、电网企业应获得的补偿费用,提出了一种考虑电网运行风险的转供电力交易补偿模型;分析了为转供电力业务顺利开展提供各项辅助业务的相关方贡献程度,并按照"谁资产,补偿谁"的原则,将补偿费用公平合理地分摊至发电企业和电网企业;分别基于IEEE 30节点、IEEE 57节点系统构建了转供电力业务开展的模拟模型,计算了不同转供电力水平下系统运行成本,得出了发电企业和电网企业应获得的补偿费用。算例结果证明,所提模型有助于保障转供省作为电力转供业务参与方的利益,并可为转供省的运行风险控制提供有效指导。 Actively promoting the inter-provincial transfer electricity transaction business is conducive to facilitating the consumption of clean energy in a wider range and realizing the optimal allocation of power resources. In order to quantify the compensation cost that power generation enterprises and power grid enterprises should obtain respectively in the inter-provincial transfer electricity transaction, a compensation model of power supply transaction considering the grid operation risk is proposed. The contribution degrees of the relevant parties that provide various auxiliary services for the smooth development of power supply business is analyzed, and the compensation cost is shared to the relevant power generation enterprises and power grid enterprises fairly and reasonably according to the principle of "For whose assets, who gets compensation". Finally, based on the IEEE 30 node system and the IEEE 57 node system respectively, the simulation model of power transfer business expansion is constructed, the system operation cost under different levels of power transfer is calculated, and the compensation cost that power generation enterprises and power grid enterprises should obtain is obtained. The results show that the proposed model is helpful to protect the interests of the province as a participant in the power supply business and provide effective guidance for the operation risk control of the province.
