应急管理中联防联控机制的实践与优化路径研究

回顾联防联控机制在应急管理领域的实践历程,其应用领域逐步拓展,层次逐渐延伸,内容不断丰富,且有明显的事件推动痕迹,但还存在法制化、标准化水平不高等问题。从应急管理体系现代化的内涵来看,联防联控机制是我国应急管理体制完善的必需内容,是应急能力现代化水平提升的内生要求。当下,联防联控机制的优化需强化多主体综合协调,进一步拓展其应用领域,在纵向横向上发展形成机制体系,在内容设计上做到六个保证,并在条件成熟的前提下通过立法予以保障。

Reviewing the practice course of joint prevention and control mechanism in the field of emergency ma-nagement,its application field is gradually expanding.The level is gradually extended,and the content is constantly enriched.There are obvious traces of event promotion,but there are problems of low level of legalization and standardization.From the connotation of the modernization of the emergency management system,the joint prevention and control mechanism with institutional advantages is the necessary content for the improvement of China′s emergency management system,and is the endogenous requirement for improving the level of emergency capacity modernization.At present,the optimization of joint prevention and control mechanism needs to strengthen the comprehensive coordination of multi-agent,further expand its application field,develop and form a mechanism system vertically and horizontally,achieve six guarantees in the content design,and guarantee through legislation under the premise of mature conditions.
