国内外生态补偿实践对长山群岛生态区的启示

The Enlightenment of Domestic and Overseas Ecological Compensation Practices to the Ecological Zone of Changshan Islands in China

本文对国内外生态补偿实践进行分析和总结,并结合长山群岛地区的生态环境情况,运用文献研究法、经验总结法对其今后的生态补偿实践提出了:应完善生态补偿法律法规及配套设施,要充分发挥政府"有形之手"的调控作用和市场"无形之手"的激励作用,将扶贫攻坚与生态补偿相结合,探索多元化的生态补偿模式以及建立和完善生态补偿的监督和评估机制五点想法和建议。

This paper analyzes and summarizes the practice of ecological compensation at home and abroad,combined with the ecological environment of Changshan Islands,using the methods of literature research and experience summary,put forward five pieces of suggestion for the ecological compensation practicein Changshan Islands:the legal system and supporting facilities of ecological compensation mechanism should be improved,the visible hand of the government and the invisible hand of the market should be brought into full play,combiningthe poverty alleviation with ecological compensation,exploring diversified ecological compensation models and we should strengthen the supervision and evaluation of ecological compensation.
