中国农村40多年的贫困治理历程呈现出清晰的实践逻辑:贫困治理目标从消除绝对贫困逐渐向攻克相对贫困转化,贫困治理机制从整村瞄准向瞄准贫困户的精准扶贫演化,贫困治理主体从以政府为主导到多元力量共同参与反贫困,贫困治理内容从以物质帮扶为主到扶贫要与扶志、扶智相结合。改革开放以来,贫困治理所取得的巨大成就彰显了中国特色社会主义政治制度的优越性,体现了中国共产党“守初心、担使命”的根本遵循,是回应农村贫困新动态进行的贫困治理战略调整与升级,更是不断推进马克思主义反贫困理论中国化的体现。2020年后,中国的贫困治理将呈现明显的逻辑走向,时代性、规律性与创造性成为持续推进贫困治理理论与实践现代化的基本依据。

The poverty-alleviation governance process in the rural area for more than 40 years presents a clear logic of practice with four switches: the switch in the goal of poverty-alleviation governance from eliminating absolute poverty to conquering relative poverty, the switch in the mechanism of poverty-alleviation governance from targeting the whole village to targeted poverty alleviation of poverty-stricken households in the village, the switch in the body of poverty-alleviation governance from government-domination to joint participation by plural forces against poverty, and the switch in the content of poverty-alleviation governance from material assistance to the support of people’s aspiration and wisdom. The great achievements of poverty-alleviation governance since reform and opening up manifest the superiority of the socialism with Chinese characteristics, demonstrate the fundamental adherence to "keeping the original heart and hearing the mission" by CPC members, reveal the strategic adjustment and upgrading of poverty-alleviation governance under new situations of poverty in rural areas, and further boost the sinicization of Maxist anti-poverty theory. After 2020, China’s poverty-alleviation governance will show an obvious logical trend: the timeliness, regularity and creativity become the fundamental basis for continual promoion of the modernization of theory and practice of poverty-alleviation governance.
