奉天各级审判厅的筹建是在提法使的亲自参与和直接领导下完成的,这一过程提法使既有与督抚的沟通协调,也有与高等审判厅和高等检察厅的共同调查集议,成为协调各方关系的枢纽。提法使在听命清廷和法部的同时,在人事、财政、场地等方面又不得不仰赖督抚,形成极为复杂的多维图景,反映了改革过程的复杂面相,但由此建立的各级审判厅也对其他各省起到了积极的示范效应。
