拜登新能源气候政策取向基本明确,对内以建设100%清洁能源经济为目标,系统谋划能源与气候议题,并将其融入国家经济和安全战略;对外以回归《巴黎协定》为契机,掌控国际气候合作进程,与其国内政策相互配合,同时用作进行国际竞争的工具。但拜登推动的能源转型、产业升级将导致各方利益关系深度重构,引发新的经济社会矛盾与冲突,对其新能源气候政策的效果带来负面影响。拜登高度重视清洁能源及气候变化问题为深化中美合作拓展了新空间,也为双边关系重构和良性发展提供了新机遇。中美双方还可在新能源领域和传统化石能源领域拓展合作关系。

U.S.President-elect Joe Biden has developed aggressive and integrated energy and climate plans,with a target of reaching 100%clean electricity.His team has made climate and energy a central feature of U.S.national economic security strategy.Reentering the U.S.into the Paris Climate Agreement is regarded as an opportunity to dominate the progress of the international climate cooperation by the new administration and it is compatible with its domestic policies and used as a tool for international competition.Promoting the new green deal and industrial upgrading will rebuild dramatically the relationships between different interests and give rise to new economic and social contradictions and conflicts,which may have an adverse effect on Biden’s energy and climate policy.Energy and climate policy will be among the President-elect’s top priorities,which may offer even wider cooperative space for China and U.S.to reconstruct and improve bilateral relations.China and U.S.could also expand cooperation in new energy and traditional fossil energy.
