基于基尼系数的南水北调江苏省受水段的土地利用状况分析

通过利用基尼系数及洛伦兹曲线,从农用地、建设用地两个方面出发,对南水北调江苏省受水段的土地利用状况作了分析。结果表明:南水北调江苏省受水段土地利用状况基本良好,地级市之间各类土地利用状况差距不明显,土地分配公平性较高,其中耕、林、园地大体上处于高度分配公平,建设用地处于高度分配公平,部分地区仍需要对土地利用方案进行优化,建议对研究区域内的土地配置方案进行优化。对耕地经济产出较低的区域提倡增加经济作物比重,耕地较少的地区推动园林改造;对于建设用地,土地承载力较小的城市,对城市的空间结构进行优化等。

Based on Gini coefficient and Lorentz curve,this paper analyzes the land use status of the receiving section of the south to North Water Transfer Project in Jiangsu Province from two aspects of agricultural land and construction land.The results show that:the land use status of the water receiving section of Jiangsu Province is basically good,the gap of land use status among different cities is not obvious,and the fairness of land distribution is high.Among them,the farmland,forest and garden land are generally in a high level of fair distribution,and the construction land is in a high level of fair distribution.Some areas still need to optimize the land use plan.It is suggested to increase the proportion of economic crops in the areas with low economic output of cultivated land,and promote the transformation of gardens in the areas with less cultivated land;for the cities with small construction land and land bearing capacity,optimize the spatial structure of cities.
