摘要
高端人才是一个国家的重要战略资源。未来,高端人才作用不可替代,战略需求愈发迫切,争夺强度持续升级。高端人才具有稀缺性、专精性、差异性、长期性和高层次性等特点,同时,当前我国高端人才队伍建设仍然面临储备不足、释能不够、存在流失风险等困境。建议采取营造高端人才队伍建设的战略态势,突出高端人才的主体地位,构建有利于干事创业的服务管理体制机制,注重高端人才情怀德行培养等措施,加强高端人才队伍建设。
High-end talents are important strategic resources of a country.In the future,the role of high-end talents is irreplaceable,the strategic demand will become more urgent,and the intensity of competition will continue to escalate.High-end talents are characterized by scarcity,specialization,differentiation,and they also bear the long-term and high-level characteristics.Currently,the construction of the high-end talent team in China is still facing difficulties such as insufficient reserves,insufficient energy releasing and the risk of loss.It is suggested that we should strengthen the construction of the high-end talent team by creating the strategic situation of building the high-end talent team,highlighting the dominant position of high-end talents,establishing the service management system and mechanism conducive to work and entrepreneurship,and focusing on the cultivation of high-end talents’morality.
