百年未有之大变局下全球治理面临的挑战及中国的参与路径

Challenges to Global Governance and China's Participation Path under Unprecedented Changes in A Century

参与全球治理既是中国自身实力发展的必然结果,更是践行人类命运共同体理念的内在要求。百年未有之大变局增加参与全球治理高质量应对的难度,同时全球治理也为应对大变局提供一种思路框架。当前,全球治理面临体系松动、赤字扩大、多边合作机制弱化、技术能力建设滞后等危机风险。百年未有之大变局下,中国参与全球治理应以构建人类命运共同体为目标,赋予全球治理兼顾公平和效率新理念;以“一带一路”倡议为平台,增强全球公共产品有效供给能力;以防范重大传染性疾病等非传统安全为挑战,提升全球治理议题国际协调能力;以共商共建共享为原则,注重发挥联合国等多边合作机制的作用;以完善全球治理人才培养体系为保障,讲好中国全球治理的故事。

Participation in global governance is not only an inevitable result of China's own strength development,but also an inherent requirement for practicing the concept of a community with a shared future for mankind.At present,global governance faces crises such as loosening of the system,expanding deficits,weakening of multilateral cooperation mechanisms,and lagging technological ca-pacity building.Under major changes unseen in a century,China's participation in global governance should aim to build a community with a shared future for mankind,and endow global governance with a new concept of fairness and efficiency;use the“Belt and Road”initiative as a platform to enhance the effective supply of global public goods;Major infectious diseases and other non-traditional security challenges,improve the international coordination of global governance issues;based on the principle of extensive consultation,joint contribution and shared benefits,pay attention to the role of multilat-eral cooperation mechanisms such as the United Nations;improve the global governance talent training system as a guarantee,and speak well the story of China's global governance.
