我国工业园区环境管理研究综述

A Review of Researches on Environmental Management for Industrial Parks in China

通过分析我国工业园区环境管理的发展历程,梳理相关研究文献的方法和结论,总结了我国园区环境管理研究的相关进展。指出当前研究主要从工程学、经济学、社会学等学科角度展开,对园区发展中的环境管理政策涉及内容包括土地开发、技术研发、产业集聚、外资利用、人力资源、经济绩效、产城融合等多方面;在对于园区环境问题的成因分析中,多集中于定性描述或就单一环境因素讨论,较少剖析园区管理制度层面,缺乏针对政策实施效果的评价机制。

Through analyses on the development history of environmental management for industrial parks and the methodologies and conclusions of relevant research literature,the research progress of industrial park environmental management in China was summarised.It has indicated that the current researches are conducted mainly from the perspectives of engineering,economics,sociology and other disciplines,and the environmental management policies for the development of parks involve land development,technical R&D,industrial agglomeration,utilisation of foreign capital,human resources,economic performance,integration of industries and cities,and etc.In the cause analysis on environmental issues in the parks,the qualitative description or discussion on single environmental factor are mostly focused on,whilst the management system aspects of the parks are seldom analysed and there is no mechanism available for evaluating effectiveness in policy implementation.
