摘要
人事行政管理是政府管理的重要组成部分,实现政府治理体系和治理能力现代化目标,必须要加强公务员队伍建设和发展,而科学、有效的考核是重要内容。伦纳德·怀特是20世纪早期美国著名的行政学家,其人事行政思想内容比较系统,分析其人事行政思想的主要内容和基本特征,注重贯穿其中的人事考核思想,对完善我国的公务员考核具有重要启示意义。
Personnel administration is an important part of government management.To achieve the goal of modernization of government governance system and governance capabilities,we must strengthen the construction and development of civil servants,and therefore scientific and effective assessment of civil servants is an important content.Leonard White is a famous American administrative scientist in the early 20th century,whose personnel administration thoughts are relatively systematic.Analyzing the main content and basic characteristics of White’s personnel administration thoughts,focusing on the personnel assessment thoughts that run through it,has important enlightenment for the improvement of Chinese civil servants’assessment.
