优化农村老年福利供给对坚决打赢脱贫攻坚战和切实增进农村老年的获得感和幸福感具有战略意义。当前农村老年福利发展面临多方困境:需求规模大与供给总量不足、政府供给偏好与农村老年福利需求不相宜的矛盾突出,农村老年福利供给结构失调,农村老年福利制度供给低效。以供给侧改革为导向审视农村老年福利供给问题,切实重视农村老年现实需求,优化农村老年福利供给制度与结构,增强农村老年福利供给的协同性和可持续性,提高农村老年福利供给的质量和效率,显得尤为迫切。

Optimizing the supply of welfare for the aged in rural areas is of strategic significance.It can alleviate poverty and increase the sense of gain and happiness of the aged in rural areas.At present,the development of welfare for the aged in rural areas is faced with many difficulties:large scale of demand and insufficient supply,conflicts between government preference for supply and demand of welfare for the aged in rural areas,structural imbalance of welfare supply for the aged in rural areas,and inefficient supply of welfare system for the aged in rural areas.It is particularly urgent to examine the issue of welfare supply for the aged in rural areas with supply-side reform as orientation,pay attention to the real needs of the aged in rural areas,optimize the system and structure of welfare supply for the aged in rural areas,enhance the synergy and sustainability of welfare supply for the aged in rural areas,and improve the quality and efficiency of welfare supply for the aged in rural areas.
