军工院校技术研究院体系建立初探

为全面推动军民融合深度发展,促进军民融合产业跃升,实现辽宁经济供给侧结构性改革目标,明确学校装备技术的发展方向,合理配置人、财、物资源,提升学校的科技创新能力,成立装备技术研究院有其必要性。该文从军工院校技术研究院成立的目的和意义入手,围绕辽宁省新一轮振兴行动和产业转型升级,结合战略新兴产业发展和军民深度融合,集成和凝聚校内外创新要素,统筹规划研究院的结构布局,创新研究院的管理和运行机制。

In order to comprehensively promote the deep development of civil-military integration,promote the leap of civil-military integration industry,realize the goal of structural economic supply-side reform in Liaoning Province,clarify the development direction of school equipment technology,and rationally allocate human,financial and material resources,it is necessary to set up the equipment and technology research institute to improve the Science and technology innovation ability of the university.Starting with the purpose and significance of the establishment of the Technical Research Institute of the Military Industrial College,focusing on the new round of revitalization and industrial transformation and upgrading of Liaoning Province,combined with the development of strategic emerging industries and the deep integration of military and civilian,integrating and condensing the elements of innovation inside and outside the university,overall planning of the institute’s Structural Layout,Innovation Institute’s management and Operation Mechanism.
