新型渔业经营主体CSR框架设计探讨

摘要 新型渔业经营主体是以提高渔业组织化程度和生产效率及水产品价值为目标的渔业生产单位或个人,其出现是我国渔业经济发展的必然产物。作为新时代渔业生产的主力军,新型渔业经营主体的发展壮大依然面临着诸多限制,其中有些与经营主体履行企业社会责任(CSR)的意识和能力有关。企业社会责任(CSR)作为一种战略投资,有助于提高企业的生存能力且促进其长期稳定发展。国际上,创设并严格履行与其自身相适应的CSR框架已经成为大企业的一种通行做法,而发布CSR报告的国内100强企业的比例还不到一半,发布此类报告的渔业企业更是少之甚少。本文旨在设计出适合我国新型渔业经营主体的CSR建立框架,以期提高其生存、发展和竞争能力。为此,本文首先介绍了企业社会责任的概念,阐明了新型渔业经营主体在履行CSR方面的特殊性;其次,划分了新型渔业经营主体类型并对典型代表开展SWOT分析;最后,根据战略分析结果,划分不同类型新型渔业经营主体的CSR战略选择,设计出CSR框架的执行方法和主要步骤并进行探讨。 The new-type fishery business subject is a fishery unit or individual aiming at improving the degree of fishery organization and production efficiency and the value of aquatic products, and its appearance is inevitable for the development of fishery economy in China. As the main force of fishery production in the new era, the development and growth of the new-type fishery business subject still faces many restrictions, some of which are related to the consciousness and ability of the management subject to fulfill the corporate social responsibility(CSR) of the enterprise. CSR, as a strategic investment, helps to improve the viability of enterprises and promote their long-term plan. Internationally, the creation and implementation of a CSR framework adapted to itself has become a common practice for large enterprises, while less than half of the top 100 domestic enterprises publish CSR reports, and even fewer fishery enterprises publish such reports. Thus, a CSR framework suitable for the new-type fishery business subject in China is designed in this paper in order to improve its survival, development and competitiveness. This paper first introduces the concept of CSR, clarifies the particularity of the new-type fishery business subject in performing the CSR. Secondly, it divides the new-type fishery business subject type and carries out the SWOT analysis separately. Thirdly, the CSR selection of different types of the new-type fishery business subject is divided, and a CSR design framework for their selection is designed. According to the results of strategic analysis, the CSR strategy selection of different types of the new-type fishery business subject is divided, and the execution methods and main steps of the CSR framework are designed.
