日本海洋捕捞业产出管理分析

Analysis on output management of Japan’s marine fishing industry

为了探索日本海洋捕捞业产出管理先行经验对我国实施海洋渔业资源总量管理的启示作用,采用定性分析法等研究方法,对日本海洋捕捞业产出管理中的总可捕量制度、实施效果以及资源管理计划进行了分析研究,结果表明:日本科学计算评价标准(捕捞死亡系数),运用"可接受生物学渔获量"界定产出管理范围,但从成为总可捕量制度鱼种的数值设置来看,日本对周边海域的国际渔业资源竞争意图明显。结合日本经验,对我国海洋渔业资源总量管理方法提出以下建议:(1)生物学资源调查融入我国海洋渔业资源总量管理制度。(2)国家政策与地方自主管理形成合力。(3)设定捕捞产量红线以及科学运用捕捞强度。

In order to explore the enlightenment of Japan’s prior experience of marine fishing industry output management on the implementation of total marine fishery resources management in China, qualitative analysis method and other research methods are used to analyze the total allowable catch system, implementation effect and resource management plan in Japan ’s marine fishing industry output management. However, Japan’s intention to compete for international fishery resources in the surrounding waters is obvious. Based on the experience of Japan, this paper puts forward the following suggestions: firstly, the biological resources investigation should be integrated into the total management system of marine fishery resources in China. Secondly, national policies and local autonomous management should form a joint force for cooperation. Thirdly, set the red line of fishing yield and scientifically use fishing intensity.
