大数据技术作为重要的“科技支撑”逐渐嵌入社会治理体系,不断驱动着社会治理变革创新,具有理论和实践的双重逻辑。在大数据技术的嵌入下,社会治理思维由封闭式向开放共享式转化,治理方式由模糊型向高度精准型转化,治理场域由现实世界拓宽到虚拟空间,治理格局由政府单向管理转向多元主体协同共治。与此同时,大数据技术发展的不确定性潜藏着巨大的“数字利维坦”,为社会治理带来了新的现实风险,“数字威权”“信息安全”“群体隔离”等问题对个人、社会甚至国家都产生了一定的负面影响,这表明了培育社会治理创新理念、优化社会治理创新环境、构建社会治理创新机制的重要性和迫切性。

As an important"technical support",big data technology is gradually embedded in the social governance system,continuously driving the reform and innovation of social governance,and it has a dual logic of theory and practice.With the embedding of big data technology,the concept of social governance is transformed from closed to open and shared mode,the means is transformed from ambiguous to highly accurate mode,the field is broadened from the real world to virtual space,and the governance pattern is shifted from government management to co-gover⁃nance by multiple subjects.At the same time,the uncertainty of the development of big data technology lurks a huge"digital leviathan",which brings new real risks to social governance.Is⁃sues such as"digital authority","information security",and"group isolation"impose certain negative effects on individuals,society and even the country,which shows the importance and ur⁃gency of cultivating social governance innovation concepts,optimizing social governance innova⁃tion environment,and building social governance innovation mechanisms.
