香港特区电梯安全监管体系的研究与思考

Study and Reflection on Hong Kong's Safety Supervision System of Elevator

随着我国电梯数量的迅猛增长,电梯的安全越来越引起社会各界的关注和讨论。香港特区的电梯安全监管体系建设完善、发展成熟、水平较高,为中国大陆相对滞后的安全监管体系建设提供了借鉴。本文着重通过对香港特区的电梯法规标准体系、安全管理机构、主要监管环节等几方面进行研究,并借鉴其经验对我国内地的电梯安全监管提出了建议和思考。

With the dramatic increase in the number of elevators,elevator safety is focused and discussed by different social sectors.The supervision system of elevator safety in Hong Kong is generally considered as a perfectlybuilt,fully-developed and high-level one,which provides reference for other parts of China.This essay mainly conducts a study on elevator regulatory standard system,management agency and supervision and tires to put forward some suggestions and thoughts after learning the experience in Hong Kong.
