石油企业特种设备安全管理现状与对策

Current Situation and Countermeasures of Special Equipment Safety Management in Petroleum Enterprises

特种设备涉及石油勘探开发中的诸多工作,是运用量较大、运用范围较广的一类设备。涉及石油开采、集输、处理,储气库注气、采气、输送等方面,具有易燃易爆、有毒有害、高温高压、连续作业、点多线长面广等特点,生产过程中有较大的风险,一旦发生像“11·22青岛黄岛输油管爆炸”油气泄漏、着火爆炸事故,将会造成无可挽回的损失,因此履行特种设备安全责任,做好特种设备安全管理是石油企业面临的重要问题,石油企业必须高度重视和加强特种设备的安全管理工作,将特种设备安全生产的责任落实到每个环节、每个岗位、每个人,积极开展特种设备风险分组防控和隐患排查治理,及时消除特种设备安全隐患,保障特种设备平稳运行。

Applied in enormous work in petroleum exploration and development,special equipment is widely used in fields like oil production,gathering,processing,gas injection in gas storage,gas recovery,transportation and so on.It is characterized by being flammable and explosive,poisonous and harmful,operation under high temperature and high pressure,continuous operation,covering quantitative oil/gas fields with long distance in between,influencing extensive tasks in petroleum industry.These characteristics may result in risks in the process of production.Once the oil/gas leaking,fire explosion accident occurs like the event“pipeline explosion on Nov.22th,in Huangdao,Qingdao”,the accident will cause irreparable loss.Thus,it is critical for oil/gas enterprise to perfonn the special equipment safety responsibility and manage security of special equipment.Petroleum enterprises must attach great importance to and strengthen the safety management of special equipment,assign safety production tasks of special equipment to each link,each post and each person.The risk prevention ranking and the control of special equipment shall be actively carried out,and the hidden hazards shall be investigated and disposed of,so as to eliminate the hidden hazards of special equipment in time and ensure the smooth operation of special equipment.
