“五种思维”视阈下国家粮食安全治理现代化研究

A Research on the Modernization of National Food Security Governance from the Perspective of“Five Capacities of Thinking”

粮食安全不仅事关我国14亿人的口粮,更是战略资源领域全局安全、系统安全的集中反映,是国家安全的基石。在习近平总书记倡导的战略思维、创新思维、辩证思维、法治思维、底线思维等“五种思维”方式视阈下,建议从五个方面来推进新时代国家粮食安全治理现代化:坚定“中国碗装中国粮”的战略定位,牢牢掌握粮食安全主动权;贯彻“藏粮于地、藏粮于技”的创新方略,强化粮食安全源头治理;把握“从田间到餐桌”的辩证关系,强化粮食安全系统治理;秉持“于法有据、依法有序”的法治理念,强化粮食安全依法治理;增强坚守红线的底线意识,强化粮食安全综合治理。由此,可为全面建成社会主义现代化强国、实现中华民族伟大复兴筑牢坚实基础。

Food security,as the cornerstone of national security,is not only related to the ration of the 1.4 billion people in China,but also the concentrated reflection of overall security and system security in the field of strategic resources.This paper suggests promoting the modernization of national food security governance from the perspective of“five capacities of thinking”advocated by General Secretary Xi Jinping,such as strategic thinking,innovative thinking,dialectical thinking,rule-of-law thinking and bottom-line thinking.It means we should firmly adhere to the strategic positioning of“putting Chinese grain in Chinese bowls”and keep a firm grasp on the initiative of food security;we should implement the innovative strategy of“storing grain in the ground,storing grain in technology”to strengthen the source control of food security;we should grasp the dialectical relationship of“from the field to the dining table”to strengthen the systematic governance of food security;we should adhere to the concept of“law-based and law-abiding”to strengthen the governance of food security according to law;we should hold the awareness of red lines to strengthen the comprehensive governance of food security.Thus,we can lay a solid foundation for building a modern socialist power and realizing the great rejuvenation of the Chinese nation.
