本文在调研论证通过传统路径难以实现基本医保人员全覆盖目标的基础上,站在全新的时代角度和事业高度,以为每一个居民“服务一生、记录一生”、提供全方位全周期健康保障为指引,构建了实现基本医疗保险人员全覆盖的“四点一闭环”新路径构想。

On the basis of investigation and demonstration that it is diffi cult to achieve the goal of full coverage of basic medical insurance through the traditional path,this paper creatively constructs a new path of four points and one closed loop to realize the full coverage of basic medical insurance from a new era perspective and career height,so as to guide every resident to serve life,record life and provide comprehensive and full cycle health insurance.
