On the Construction Date of the Eastern Capital of the Western Zhou

西周东都"洛邑—成周"是分期营建的,第一次营建开始于周公摄政五年三月,第二次营建开始于周公摄政七年十二月,其营建过程与周公旦迁置殷遗的措施相始终。

The eastern capital of the Western Zhou,Chengzhou,was built in two stages.The first began in March of the fifth year of Duke Zhou’s reign as the regent;the second in December of the seventh year.The construction process was always accompanied by the resettlement of subjects of the former Yin dynasty.
