论安置教育中涉恐青少年社会危险性评估

摘要 安置教育制度实施过程中,确立并增强社会危险性评估机制的可操作性是启动和终结安置教育的关键。社会危险性评估的实施具有维护国家安全和保障涉恐青少年基本权利的双重必要性。探究经济、宗教和族际等宏观因素以及个体、家庭、教育等微观因素对我国涉恐青少年社会危险性的影响,是后续有针对性地防治青少年暴恐犯罪的依据与基础。针对社会危险性评估在主体、内容、对象以及方法层面的问题,应加强评估主体的专业化队伍建设、评估内容的全面立体化构建、评估对象的明确化界定以及评估方法的科学智能化增效。 During the implementation of the resettlement education system,the key to start and end the resettlement education is to establish and enhance the operability of the social risk assessment mechanism・Social risk assessment is necessary to safeguard national security and social stability and to respect and protect the basic rights of people involved in terrorism・The social risk of young people involved in terrorism in China is affected by many factors.To explore macro factors such as economy,religion and ethnicity as well as micro factors such as individuals,families and education is the basis and foundation for the prevention and treatment of violent and terrorist crimes in the future.There are still many problems in the subject,content,object and method of social risk assessment in our country.From this point of view,we can build a professional team of assessment subjects,build a comprehensive three-dimensional assessment content,clearly define the assessment objects and improve the scientific and intelligent assessment methods.
