大型水电工程EPC总承包关键问题研究——基于杨房沟模式的分析

Study on Key Issues of EPC General Contracting of Large Scale Hydropower Projects——Case Study on Yangfanggou Project Mode

近年来,EPC总承包管理模式在国际工程项目建设中得到广泛推广。国内总承包工程主要集中在石油、电力及化工行业,水电水利行业因其独特的行业性质导致工程总承包发展相对缓慢。笔者通过梳理国内EPC模式发展现状及现行法律法规政策环境,揭露EPC总承包管理模式存在的关键问题,总结分析国内首个采用EPC模式建设的百万千瓦级水电工程、杨房沟水电站工程的管理模式和解决方案,供业内参考借鉴。

In recent years,EPC general contracting management mode has been widely promoted in the construction of international projects.Domestic EPC projects are mainly concentrated in petroleum,electric power and chemical industry.The development of EPC in hydropower and water conservancy industry is relatively slow due to its unique industry nature.By combing the development status of domestic EPC mode and the current laws,regulations and policy environment,the author reveals the key problems existing in EPC general contracting management mode,and summarizes and analyzes the management mode and solutions of Yangfanggou Hydropower Station which is the first EPC project with gigawatt installation capacity in China,so as to provide reference for the industry.
