财政投入支持乡村振兴情况问卷分析研究——基于临沂市部分县区农民及合作组织视角

Questionnaire Analysis of Financial Investment Supporting Rural Revitalization——Perspective of Farmers and Cooperative Organizations in Counties and Districts of Linyi City

贯彻实施乡村振兴战略,实现城乡普遍共同富裕的理想远景,必须遵循公共政策的民主性和竞争中性原则,农业农村政策既要维护农民群众和三农领域相关利益群体的合理利益诉求,在政策制定和实施过程中又要充分保障各类农业从业人员和利益相关者的参与权、知情权、表达权和监督权。本文通过问卷调查的方式分析农民和农业经营主体对于农村公共产品的需求痛点及政策诉求,归纳概括财政投入支持乡村振兴的现实需求和基本规律,在此基础上提出了改进乡村振兴政策实施效果和提高财政投入效益的对策。

To implement the strategy of rural revitalization and realize the vision of common prosperity in both urban and rural areas,we must follow the principles of democracy and competitive neutrality in public policies.Agricultural and rural policies must safeguard the reasonable interests of farmers and related interest groups in the three-agricultural field,and it is necessary to fully protect the participation,information,expression,and supervision rights of various agricultural practitioners and stakeholders in the process of policy formulation and implementation.This research uses the form of questionnaires to understand farmers and agricultural business entities'demand difficulties and policy demands for rural public products,summarizes the actual needs and basic laws of financial investment in supporting rural revitalization,and on this basis the paper proposes several countermeasures to improve the implementation effect of rural revitalization policy and to improve the efficiency of financial investment.
