商业综合体恐怖袭击风险识别与防控

Risk Identification,Prevention and Control of Commercial Complex Terrorist Attacks

目前,我国面临的恐怖主义形势依然严峻,商业综合体具有人员密集、财物聚集和社会影响大等特点,已成为恐怖袭击的重点目标。参考国内外有关风险识别的先进经验和方法,运用系统性原理和分解分析法,将商业综合体恐怖袭击风险分解成性质不同的若干部分,分别进行风险因素筛选和分析,在此基础上构建商业综合体恐怖袭击风险指标体系,并从风险预警、危险品管控、反恐宣传、安保措施及应急管理五个方面提出有针对性的风险防控措施。

At present,China still faces a severe terrorist situation.Commercial complexes,characterized by dense population,large accumulation of property and great social influence,have become the key targets of terrorist attacks.Using for reference the advanced experiences and methods of risk identification at home and abroad,and using the systematic principle and decomposition analysis method,the risk of terrorist attacks in commercial complexes is decomposed into several parts with different characteristics and risk factors are screened and analyzed respectively.On this basis,efforts need to be made to construct the risk index system of terrorist attack in commercial complex,and propose targeted risk prevention and control measures from five aspects of risk early warning,dangerous goods control,anti-terrorism publicity,security measures and emergency management.
