中越边境边民证件管控问题研究——以东兴口岸为例

Research on Control of the Residents'Documents in China-Vietnam Border Areas

边民证在方便边境地区人员的同时也逐渐暴露出境外边民证签发不严谨、境外边民证防伪技术落后、证件验放耗时长、证件信息共享存在壁垒等问题,给我国边境安全治理带来了安全隐患。为此,可以从加强国际合作交流、彰显大国形象,提升边境管控信息化水平,优化勤务模式、构建便捷通关机制等方面提升中越边境边民证件管控能力,切实维护好中越边境地区的安全秩序和社会稳定。

A border resident certificate,which is for the convenience of residents in border areas,gradually exposes problems such as lax issuance of foreign border residents'certificates,backward anti-counterfeiting technology,time-consuming certificate inspection and release,and barriers in certificate information sharing,producing security hidden troubles in border security management in China.Consequently,efforts need to be made to enhance the capacity to manage the border residents'documents and effectively safeguard security order and social stability in the border areas by strengthening international cooperation,improving border control information level,optimizing the service modes and developing prevention and control network.
