“放管服”改革背景下的建筑施工安全监管策略

Construction Safety Supervision Strategy under the Background of"Release,Management and Service"Reform

本文从我国建筑安全生产事故数量及事故特点两方面分析了当前建筑业安全生产形势,剖析造成当前建筑安全生产形势严峻的本质原因,论述政府实施安全监管的必要性,阐述“放管服”改革应遵循严格坚守安全底线、承担监管责任,增强“放管服”改革的协调性,为建筑市场提供高效便捷的信息和服务的原则。针对性的提出建筑施工安全监管“放管服”的三点改革策略,即清晰监管目标、策略和责任分配;明确安全监管部门职责与性质;改革创新安全监管机制。旨在借助“放管服”改革政策的有利契机,促使建设工程各方主体自我约束并致力于安全动力机制的形成,减少建筑安全生产事故的发生。

This paper analyzed the safety situation in construction industry from two aspects:the number and characteristics of construction safety accidents in China,dissected the essential reasons for the grim situation of safety production in construction industry,expounded the necessity of implementing safety supervision by the government and elaborated that the reform of"Release Management and Services"should follow the principle of strictly adhering to the bottom line of safety,assuming the responsibility of supervision,strengthening the coordination of the reform of"Release Management and Services",and providing efficient and convenient information and service for the construction market.This paper put forward three reform strategies of safety supervision for building construction:identifying regulatory objectives,strategies and responsibilities assigned,clarifying the responsibilities and nature of the safety supervision department,as well as reforming and innovating safety supervision mechanisms.This paper aims to promote the self-restraint of all parties in construction projects and to devote themselves to the formation of safety power mechanism and to reduce the occurrence of construction safety accidents with the help of the favorable opportunity of the reform policy of"Release Management and Services".
