摘要
民办高校走过规模扩张阶段,在向内涵发展转型过程中,人力资源往往成为最大的瓶颈。由于现代大学制度下的内部治理结构尚未健全,选人用人机制不够完善,培养培训体系尚未建立,薪酬福利待遇缺乏市场竞争力,尚未形成强有力的人力资源保障体系,使学校转型改革、内涵发展、质量提升面临人才不济、干劲不足、效率低下等一系列的问题。民办高校初创阶段因循公办高校模式建立起来的人事管理模式,己明显不能适应发展需要。学校充分发挥自身体制机制优势,直面发展瓶颈,主动适应新时代学校改革发展需要,着眼“四个对标”,推进“四大改革”,构建起了涵盖内部治理、选人用人、培训培养、薪酬福利“四位一体”的人力资源保障体系,极大地激发了学校内部办学活力,促进了优秀人才脱颖而出,提升了教师持续发展能力,实现了共享改革发展成果,因而得到全体教职工的充分认可,为学校转型改革、内涵建设、特色发展提供了强有力的人才保证和智力支持。
After the scale expansion stage,human resources often become the biggest bottleneck in the process of connotation development and transfoimation of private colleges and universities.As all we know,the internal governance structure under the modem university system is not perfect.The mechanism of selecting and appointing staff is not perfect.The training system has not been established.And the salary and welfare treatment lacks market competitiveness.Therefore,the strong human resources guarantee system has not been formed.The transformation and reform,connotation development and quality improvement of the school are faced with a series of problems such as lack of talents,lack of motivation and low efficiency.In the initial stage of private colleges and universities,the personnel management mode established by the mode of public colleges and universities can not meet the needs of development.The school needs to give full play to its own institutional advantages,face development bottlenecks,take the initiative to adapt to the needs of school reform and development in the new era,focus on the four benchmarkings,promote the four reforms,and set up a four-in-one human resources guarantee system covering the training of internal governance candidates and employees,salary and welfare.This has greatly stimulated the vitality of the school,promoted the outstanding talents to come to the fore,enhanced the teachers'ability of sustainable development,and realized the sharing of the achievements of reform and development.Therefore,it has been fully recognized by all the faculty and stafl^which provides a strong talent guarantee and intellectual support for the characteristic development of the connotation construction of the school's transformation and refbim.
