浅析节能监察机构的法律地位

Analysis on Legal Status of Energy Conservation Supervision Organization

节能监察作为政府用于提高国家能源利用率的重要手段,在节约能源、降低能耗、提高经济效益等方面作用显著。但在节能监察实践中,因为节能监察机构在执法主体、职责边界等方面存在模糊不清状况,客观上影响了节能监察的实际效能。以江苏省的节能监察机构为例,通过厘清节能监督管理主体和节能监察实施主体的关系,明确节能监察机构的职责边界,理顺节能监察执法关系,从而推动节能监察的专业化、规范化,为经济高质量发展和打赢蓝天保卫战提供有力支撑和保障。

As an important means for the government to improve the national energy utilization rate,energy conservation supervision plays an important role in energy conservation,energy consumption reduction and economic efficiency improvement.However,in the practice of energy-saving supervision,because the energy-saving supervision agencies have vague situation in law enforcement subject and responsibility boundary,the actual efficiency of energy-saving supervision is objectively affected.This paper takes the energy-saving supervision institutions in Jiangsu Province as an example to clarify the relationship between energy-saving supervision and management subject and energy-saving supervision implementation subject,and clarify the responsibility boundary of energy-saving supervision organization,so as to straighten out therelationship between energy-saving supervision and law enforcement,promote the specialization and standardization of energy-saving supervision,and provide strong support and guarantee for high-quality economic development and defending the blue sky.
