科技立法是促进和规范科学技术发展与应用的重要制度建设。国际科技立法经历了三次密集期,体现了从科学立法向科技立法再向科技创新立法转变的过程。当前国际科技创新立法趋势更加明显,促进科技创新、新技术新产业规制以及防范科技风险等成为立法重要内容。我国应结合国际科技立法趋势,积极推进和完善科技立法,打造适应创新驱动发展要求的制度优势。
