政府竞争、市场分割与长江经济带绿色发展效率研究 被引量:37

Government Competition, Market Segmentation and Green Development Efficiency of the Yangtze River Economic Belt

摘要 采用EBM模型测算2003—2017年长江经济带108个地级及以上城市的绿色技术效率,构建时间空间双固定的面板SDM模型实证检验政府竞争与市场分割对城市绿色发展效率的影响。研究结果显示:长江经济带城市绿色技术效率呈先降后升的变化特征,下游、上游、中游递减的分异特征明显,纯技术效率是影响绿色技术效率变化的主要原因。基于全要素生产率分解视角,政府竞争通过经济增长和金融深化对绿色技术效率变化的异质性影响,形成与绿色全要素生产率的U形关系,市场分割通过产业结构和对外开放对绿色技术进步变化的异质性影响,形成与绿色全要素生产率的倒U形关系。政府竞争与市场分割对周边地区绿色发展效率分别产生正向和负向的空间效应,两者的交互作用对绿色发展效率具有正向影响。推动长江经济带绿色发展的动力变革和效率变革,需要构建绿色转型与区域协调相融合的政策体系,完善以市场为导向的绿色技术创新生态,健全长江经济带市场一体化发展机制。 The EBM model was used to measure the green technological efficiency of 108 prefecture-level cities and above of the Yangtze River Economic Belt in the 2003-2017. The SDM model fixed to time and space empirically tests the impact of government competition and market segmentation on the urban green development efficiency. The results show that the green technological efficiency of cities in the Yangtze River Economic Belt shows a characteristic of first decline and then rise, and the differentiation characteristics of the downstream, upstream, and midstream decrease are obvious. Pure technological efficiency is the main reason affecting the change of green technology efficiency. Based on the perspective of total factor productivity decomposition, government competition through economic growth and financial deepening has a heterogeneous impact on changes in green technological efficiency, forming a U-shaped relationship with green total factor productivity. Market segmentation through industrial structure and opening up to changes in green technological progress has a heterogeneity influences on the formation of an inverted U-shaped relationship with green total factor productivity. Government competition and market segmentation have positive and negative spatial effects on the green development efficiency of surrounding areas, respectively. The interaction between the two has a positive impact on green development efficiency. To promote the dynamic change and efficiency change of the green development of the Yangtze River Economic Belt, it is necessary to build a policy system that integrates green transformation and regional coordination, improve the market-oriented green technology innovation ecology, and improve the market integrated development mechanism of the Yangtze River Economic Belt.
