Revolution of Management Method: Promoting the Modernization of National Governance System and Governance Capacity with Qian Xuesen’s Overall Design Department

步入新时代,习近平总书记多次提出要有"系统思维",要用"系统工程"思想和方法解决社会复杂性问题,并强调从整体观、系统论出发贯彻新发展理念。"系统工程"作为一门学科,是以钱学森为代表的第一代航天人将工程控制原理与我国航天实践相结合的研究产物。本文试图通过总体设计部的科学思想和优秀经验,探讨如何解决社会建设中面临开放复杂巨系统问题,以期助推国家治理体系与治理能力现代化。

In the new era, general secretary Xi Jin-ping has repeatedly put forward the idea of "systematic thinking". He should use the idea and method of system engineering to solve the problem of social complexity, and emphasize the implementation of the new development concept from the perspective of holism and system theory. As a discipline, "system engineering" is the research product of the first generation of spacemen, represented by Qian Xuesen, who combined the engineering control principle with China’s aerospace practice. This paper attempts to explore how to solve the problem of open complex giant system in social construction through the scientific thought and excellent experience of the general design department, so as to boost the modernization of national governance system and governance capacity.
