“能人丛”与产业扶贫的长效发展——基于河南省新县的实证研究

"Elites Cluster"and the Long-term Mechanism of Industrial Poverty Alleviation:A Case Study from Henan Province

当前乡村产业面临着如何激励能人长久留村、如何促使能人凝聚人心和避免“精英俘获”等问题。河南省新县协景村的旅游扶贫产业发展经验表明,形成一个由关系密切、配合默契、目标与价值认同一致的众多能人构成的“能人丛”尤为重要。基于特殊的关系状态和结构位置,能人丛通过灵活运用组织化和非组织化的运作机制,遵循了乡村共同体的行动伦理、尊重了乡土社会的生产经营习惯,从而推动产业扶贫真正扎根于乡土社会,激发出产业长效发展的内生动力,促进村庄顺利迈向乡村振兴。

At present,the poverty alleviation of rural economy is faced with such problems as how to encourage people to stay in the village for a long time,how to promote people to unite and avoid"elite capture".The experience of poverty alleviation through tourism development in Xiejing village,Henan Province shows that it is more important to form a"Elites Cluster"which composed of many rural elites who are closely related,cooperate tacitly,and have the same goals and values.Based on the special relationship and structure position,through the flexible use of organized and unorganized operation mechanism,capable people cluster follows the action ethics of the rural community and respects the production and management habits of the local society,so as to promote the industrial poverty alleviation to take root in the local society,stimulate the endogenous power of long-term industrial development,and make the village move towards rural revitalization smoothly.
