新时代达州市城乡融合发展机制研究

Research on the Development Mechanism of Urban Rural Integration in Dazhou in the New Era

从城乡融合的意义出发,在城乡融合发展内在机理的基础上,着重从城乡发展和城乡居民生活水平两个方面分析达州市城乡融合发展现状。分析结果显示,达州市城乡发展和城乡居民生活水平取得显著进步,但城乡差距依然巨大。基于此,提出达州市城乡融合发展机制建立的重点:一是建立健全促进城乡权利平等的法律机制;二是建立健全促进城乡要素自由流动的激励机制;三是建立健全促进城乡空间融合发展的规划机制;四是建立健全促进城乡产业融合发展的创新机制;五是建立健全促进城乡社会服务融合发展的保障机制。

Starting from the significance of urban-rural integration,based on the internal mechanism of urban-rural integration development,this paper analyzes the current situation of urban-rural integration development in Dazhou from two aspects:urban-rural development and urban-rural residents’living standards.The results show that the urban-rural development and living standards of urban-rural residents have made significant progress,but the gap between urban and rural areas is still huge.Based on this,this paper puts forward the key points of establishing the urban-rural integration development mechanism in Dazhou City:first,to establish and improve the legal mechanism to promote the equal rights between urban and rural areas;second,to establish and improve the incentive mechanism to promote the free flow of urban and rural elements;third,to establish and improve the planning mechanism to promote the integration of urban and rural space;fourth,to establish and improve the innovation mechanism to promote the integration of urban and rural industries;fifth,to establish and perfect the security mechanism of the integration and development of social services in urban and rural areas.
