摘要
基于长江经济带108个城市的面板数据,借助合成控制法和倾向得分匹配-双重差分法评估“两型社会”试验区设立对区域工业绿色发展的影响。研究表明:“两型社会”试验区设立以来在降低工业废水排放强度方面取得了明显的成效,但是在降低工业二氧化硫和工业烟(粉)尘排放强度方面效果并不明显。总体来看,长株潭城市群较武汉城市圈在工业绿色发展方面所取得的成效更为明显。此外,“两型社会”试验区所具有的示范效应对其接壤城市存在空间溢出现象。这有助于为长江经济带建设成为我国绿色发展先行带提供科学依据和有益启示。
Based on the panel data of 108 cities in the Yangtze River Economic Belt,the influence of the establishment of“two-oriented society”pilot zone on the regional industrial green development is evaluated by means of the composite control method and the tendency score matching double difference method.The results show that,as a whole,the“two-oriented society”pilot zone has achieved good results in reducing the intensity of industrial waste-water discharge since its establishment,however,the effect on the emission intensity of industrial sulfur dioxide and industrial smoke and dust is not obvious.In comparison with other regions,the Greater Changsha Metropolitan Region has been more successful in reducing the intensity of industrial waste-water discharge than the Wuhan Metropolitan Circle.In addition,the“twooriented society”pilot zone has a spatial spillover effect on the industrial green development of adjacent cities through typical demonstration.It is helpful to provide scientific basis and beneficial enlightenment for the construction of the Yangtze River Economic Belt to be the green development pioneer zone in China.
