铁路高海拔特长隧道防灾疏散救援设备设施监控系统建设

Construction of Disaster Prevention,Evacuation and Rescue Equipment&Facilities Monitoring System for High-altitude Extra-long Railway Tunnels

高海拔复杂艰险长大铁路隧道日常困难的运维条件和灾害情况下对灾害控制的紧迫性,客观上要求设置智能、集约、简统的信息化防灾疏散救援设备设施管控平台。在分析新型铁路隧道防灾疏散救援设备设施监控系统架构、组成、功能、网络安全的基础上,依托敦格铁路当金山隧道与中国铁路兰州局集团公司局中心平台新型监控系统的实施,总结在隧道端和局中心平台的实施关键技术,详细阐述接入条件、实施步骤,创新性提出铁路线路防灾监控系统与隧道防灾疏散救援监控系统的统筹实施方案,并分析存在的风险和应对措施,为高海拔线路隧道工程建设提供参考。

The daily difficult operation and maintenance conditions and the urgency of disaster control under disaster conditions in the complex,dangerous,long and large railway tunnel at high-altitude on plateau objectively require the establishment of an intelligent,intensive,simplified and unified information-based management and control platform for disaster prevention,evacuation and rescue equipment and facilities.Based on the overview of the architecture,composition,function and network security of the new monitoring system and relying on the implementation of the new type monitoring system at Dangjinshan Tunnel of Dunhuang-Golmud Railway and the administration center of China Railway Lanzhou Group Co Ltd,this paper sums up the key technologies implemented at the tunnel end and the administration center platform,elaborates the access conditions and implementation steps,and innovatively proposes the overall implementation plan for the disaster prevention monitoring system of the railway lines and the disaster prevention,evacuation and rescue monitoring system of the tunnels.It analyzes the existing risks and countermeasures,which provides a reference for the tunnel engineering construction of high-altitude plateau lines.
