加拿大安大略省中小学课后托管模式探析

摘要 为解决青少年儿童放学后无人监管、身心健康水平不佳、低收入家庭和农村地区青少年儿童精神生活匮乏等状况,加拿大安大略省开展了课后托管项目,并历经从民间机构自发组织的模式到由政府主导、学区运行、第三方机构协作开展的模式,在管理模式、项目重点和普惠性等方面积累了较成功的经验。为此,我国可参考安大略省的经验,解决“三点半难题”,在政府主导下建立全面的放学后服务体系,通过课后托管项目倡导健康的生活方式,确保所有青少年儿童都有机会享有高质量的放学后服务。 Unsupervised children and teenagers after school in Canada faced many challenges and risks to their physical and mental health,especially for those in rural areas and low-income families.Ontario witnesses a great progress of their After-school Programs,the management is experiencing a mode from non-govemment-led to government-led,school district-run and with the cooperation of third-party agencies.By accumulating abundant experiences on the management models,project key and general benefit,the mode provided reference to the experiences of Ontario for us to solve the“half-past-three problems”.Therefore,a comprehensive after-school service system should be established under the leadership of the government,a healthy lifestyle through after-school programs should be promoted,and all children and teenagers'opportunities to accept high-quality after-school services should be assured.
