体教融合目标新指向:青少年健康促进与体育后备人才培养

New Orientation of Sports Education Integration:Youth Health Promotion and Sports Reserve Talents Training

《关于深化体教融合促进青少年健康发展的意见》(以下简称《意见》)旨在以一体化设计、一体化推进的路径,破除全体青少年健康成长和部分青少年业余训练相互割裂的时滞性。以树立健康第一的教育理念和夯实体育强国的基础为指引,发挥跨领域、跨部门协同治理优势,共破青少年体育领域部门治理障碍、运行机制壁垒和政策执行阻滞等问题。《意见》以全社会共担青少年健康发展、全阶段共促青少年主动健康、全领域共破健康发展壁垒、全过程共建"普及-精英"一体化体系作为支撑特性,将以遵循人本发展、公平发展、效率发展的实践原则,从引领构建青少年体育政策体系、整合青少年体育治理多元要素、打造青少年体育一体化组织体系、满足青少年健康发展的体育需求和建立青少年体育产业体系等5个方面,实现青少年健康促进和体育后备人才培养的体教融合双重目标。

The Opinions on Deepening the Integration of Sports and Education and Promoting the Healthy Development of Children and Adolescents aims to break the time lag between the healthy growth of all youth and the amateur training of some youth based on the approach of integrated design and promotion.Guided by the education concept of health first and strengthening the grassroots level of sports power,give full play to the advantages of cross disciplinary and cross sectoral collaborative governance,and jointly break through persistent diseases such as departmental governance barriers,operational mechanism barriers and policy implementation block in the field of youth sports.It takes the whole society to promote the healthy development of youth,promotes the active health of youth at all stages,cooperates in all fields to break down barriers,and constructs the popularization elite integration system from an all-round perspective as the supporting framework.Aiming at following the efficiency development,fair development and human-oriented development,the implementation principle of the exhibition is to realize the new goal of sports and education integration from the following five aspects:Constructing youth sports policy system,integrating multiple elements of youth sports governance,building an integrated organization system of youth sports,meeting the sports needs of young people’s healthy development,and promoting the construction of youth sports industry chain.
