Research on the System Construction of Higher Vocational Colleges in the Context of"Double High Program"Construction

高职院校制度建设是实现治理体系和治理能力现代化的迫切需要,是构建和谐校园的基本保证,是提升办学水平的有效途径。目前高职院校制度建设还存在制度内容不够完善、制定程序不够规范、制度体系不够健全、制度执行监督不够得力等问题。“双高计划”建设背景下,高职院校制度建设必须坚持制度建设的基本原则,加强制度建设的组织领导,规范制度建设程序,提高制度建设质量,加强制度的执行和监督,建立健全制度的废、改、立机制。

The system construction of higher vocational colleges is an urgent need to realize the modernization of governance system and governance ability,the basic guarantee of building a harmonious campus and is an effective way to improve the level of running schools.At present,there are still some problems in the system construction in higher vocational colleges,such as imperfect system content,non-standardized formulation procedure,imperfect system and ineffective system implementation supervision.To improve the system construction of higher vocational colleges,we are supposed to adhere to the basic principles of system construction,strengthen the organization and leadership of system construction,standardize the system construction procedures,improve the quality of system construction,strengthen the implementation and supervision of the system and establish a sound mechanism to abolish,change and establish the system.
