台风路径情景下高速路网交管措施影响研究

摘要 我国沿海地区的高速公路网络经常会受到台风灾害的影响,管理部门通常依据应急响应预案对台风灾害下的高速路网某些路段采用限速、封闭等措施以保障安全性。为了评估不同交管措施对高速路网的系统性影响,提出了基于影响路段的台风路径分类方法,结合限速条件下的交通配流模型,以浙江省高速公路网络为例研究了台风路径情景下交管措施对于路网的系统影响。结果表明,在某些台风路径情景下,封闭措施对路网的系统影响比限速措施更低,实际上这是由于一些瓶颈路段通行能力不足所造成的。而对瓶颈路段进行扩容后的仿真结果表明,不同路段的扩容措施可以使交管措施带来的系统影响度大幅降低,可为高速路段的扩容改建决策提供参考。 The highway network in China s coastal areas is often affected by typhoon disasters.The management department usually adopts the emergency response plan,such as the speed limit and the closure measures to ensure the safety in certain sections of the highway network attacked by typhoon disasters.In order to evaluate the systematic impact of different traffic control measures on the highway network,a typhoon path classification method based on the affected road sections is proposed.Combined the traffic assignment model with the speed limit constraint,taking the Zhejiang Expressway Network as an example,the system impact of traffic control measures on the road network in typhoon path circumstance is studied.The results show that in some certain typhoon path circumstances,the closure measure may have a lower impact on the highway network system than the speed limit measure,which is actually caused by insufficient capacity of some bottleneck road sections.The simulation results after the expansion of the bottleneck section indicate that the expansion measures of different road sections can greatly reduce the system influence brought by the traffic control measures.It can provide useful reference for decision-making in the expansion and reconstruction of highway road sections.
