面对外部环境的重大变化,上海强化科技创新策源功能不能再延续原来的路径,必须适当调整发展思路和重点,实现五大转变:从应用研究为主向应用研究与基础研究并重转变,从集成创新为主向集成创新与原始创新并重转变,从引进消化吸收再创新为主向自主创新为主转变,从独立创新向协同创新转变,从研发中心向研发、转化和扩散中心转变。

In the face of major changes in the external environment,Shanghai can no longer continue the original path to strengthen the source of scientific and technological innovation,and must properly adjust the development of ideas and priorities to achieve five major changes:from applied research to applied research and basic research,from integrated innovation to integrated innovation and original innovation,from the introduction,absorption and innovation to independent innovation,from independent innovation to collaborative innovation,from the R&D center to the R&D,transformation and diffusion center change.
