体育社会组织承接政府购买公共体育服务胜任力评价指标体系的构建

体育社会组织作为社会力量的集中代表和政府公共体育服务职能转移的承接主体,其评选标准的科学性关乎政府购买公共体育服务改革的成败。运用文献资料法、专家访谈法和德尔菲法,编制了一套体育社会组织承接政府购买公共体育服务胜任力评价指标体系,旨在为政府部门遴选合适的体育社会组织承接政府购买公共体育服务提供理论参考。该指标体系包含公共责任承担能力、公共体育服务供给能力、良好的社会信誉能力等3个一级指标,独立运营能力、资金筹集能力、内部规范能力、安全保障能力等12个二级指标和组织年度可支配资金、是否有明确的规章制度、拥有体育场地数量、每年服务群众总人数等29个三级指标。并运用层次分析法确定了指标体系的权重值。

As the concentrated representative of social forces and the main body of the government's public sports service transfer,the scientific nature of the selection criteria of sports social organizations is related to the success or failure of the government's purchase of public sports services.Using literature method,expert interview method and Delphi method,a set of competency evaluation index system for sports social organizations to undertake government purchases of public sports services was compiled,which aims to select suitable sports social organizations for government departments to undertake government purchases of public sports services.Theoretical reference.The indicator system includes 3 first-level indicators such as public responsibility capacity,public sports service supply capacity,and good social reputation capacity,and 12 second-level indicators and organizations such as independent operation ability,fund raising ability,internal regulation ability,and safety guarantee ability.There are 29 three-level indicators including annual disposable funds,whether there are clear rules and regulations,the number of sports venues,and the total number of people served each year.And use the analytic hierarchy process to determine the weight value of the index system.
