山东省乳山市翁家埠村由一个集体资产纠纷不断、党群关系比较紧张的混乱村,发展成为"山东农村股改第一村""全国农村综改试点试验村",从一个传统单一种植业的小穷村,发展成初具三产融合格局的田园综合体富裕村。这一变化,揭示了全面实行"资源变资产、资金变股金、农民变股东"的"三变"改革引发的"蝶变效应",证明了深化农村集体产权改革是实施乡村振兴战略的关键一环,对增强农村集体经济发展活力、增加农民财产性收入、巩固党在农村的执政基础、构建乡村社会治理新格局等方面,具有重要的启示作用。

Wengjiabu village of Rushan City,Shandong Province,has developed from a chaotic village with constant disputes over collective assets and tense party masses relations to"the first village of Shandong rural equity reform"and"national pilot village of comprehensive rural reform".It has developed from a small poor village with traditional single planting industry to a rural complex rich village with the integration of three industries.This change reveals the"Butterfly Effect"caused by the comprehensive implementation of the"three changes"reform of"resources into assets,funds into shares,farmers into shareholders",and proves that deepening the reform of rural collective property rights is the key to the implementation of rural revitalization strategy.Deepening the reform of rural collective property rights has a vital role to enhance the vitality of rural collective economy,increase the property income of farmers,consolidate the ruling foundation of the party in rural areas and build a new pattern of rural social management and so on.
