甘泉线国铁货车占用费缴纳方式变更探析

Analysis on the Change of Payment Method of Occupancy Cost of Freight Cars on Ganquan Railway

摘要 针对国铁货车占用费费率上调造成甘泉铁路公司运营成本上升问题,在阐述甘泉线运营发展概况及相关政策法规的基础上,提出甘泉铁路应定性为兼办社会公共客货运输营业的专用铁路,呼局应向托运人或收货人核收国铁货车延期占用费。在此基础上,通过对变更后托运人或收货人货车延期占用费支出成本变化及对甘泉线运量流失潜在影响进行分析,进一步阐明了甘泉线国铁货车占用费缴纳方式变更的可行性及合理性。最后,制定了甘泉线国铁货车占用费变更缴纳方式执行方案,并针对性提出变更方案巩固措施,最大限度降低国铁货车占用费缴纳方式变更造成的货运量流向风险。 Aiming at the problem of the increase in the operating cost of Ganquan railway company caused by the increase in the occupancy rate of national railway freight cars,based on the general situation introduction of the operation and development of Ganquan railway and the relevant policies and regulations,it is proposed that Ganquan railway should be characterized as a special railway that concurrently runs the public passenger and freight transportation business,and the Hohhot Railway Bureau should check and collect the delayed occupancy cost of national railway freight cars from the shipper or consignee.On this basis,through the analysis of the potential impact on the loss of traffic volume of Ganquan railway caused by the change of the expense cost of the shipper’s or consignee’s delayed occupation cost,the feasibility and rationality of the payment method change of the occupation cost of national railway freight cars on Ganquan railway are further clarified.Finally,the implementation plan of the change of payment method of the freight car occupation cost of Ganquan railway is formulated,and the consolidation measures of the change plan are put forward,to minimize the risk of freight flow caused by the change of payment method of the freight car occupation cost of national railway.
