Working Experience and Recommendations of Safety Culture Control System in State-Owned Foundry Enterprises

铸造生产涉及的工种岗位和危险有害因素较多,而又受限于企业战略投资思想的变化,在短时间内不可能全部淘汰和更新本质安全度不高的设备、设施和作业环境的不安全条件,客观上都给安全生产带来许多不确定因素。为适应改革改制给安全生产工作带来的新问题和新情况,破解这些安全难题,一机集团第十分公司研究构建了一种卓有成效的安全管控体系。通过安全管控体系推动铸造企业安全生产,引领各层级员工安全理念的转变、安全意识的树立和行为规范的养成,实现自我“管控”和“约束”,从根本上筑牢控制事故的防线,促进“零事故”目标的实现。

A great number of working stages and dangerous/harmful factors are involved in foundry productions.Restricted by the change of enterprises'strategic investment concepts,it is impossible for enterprises to eliminate and update all the unsafe equipment and facilities as well as the unsafe operation conditions and environment in a short time,which objectively bring many uncertain dangers to safety production.In order to deal with new safety problems and situation coming along with the reform and restructuring,the Foundry Company of FIRMACO worked out a highly effective safety control system which can promote the safe production of casting enterprises,lead the transformation of the safety concept,establishment of safety awareness and the development of the conduct code of employees at all levels,realize self“control”and“restraint”,fundamentally build the defense line to control accidents,and achieve the goal of"zero accident".
