党的十九届五中全会明确提出,要加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。以国内大循环为主体决不是否定国际循环的重要性,更不是否定对外开放,相反是要更好地开放,要坚持实施更大范围、更宽领域、更深层次的对外开放。"改革、开放、创新"是贯彻落实党的十九届五中全会精神的三大抓手。只要通过深化改革、全面开放、多维创新,切实形成新发展格局,我们就有望在危机中育新机、在大变局中开新局。
